Austria, Vietnam Ink Agreement to Deepen Finance Ties

Austria and Vietnam have formalized a new agreement to deepen financial and investment collaboration, signaling a move toward closer cooperation under the Framework Agreement on Financial Cooperation, which was signed in June 2025 and took effect on August 1. The pact aims to simplify project funding and expand joint efforts across strategic industries.
This development builds on decades of successful partnerships, including Austrian government-backed loans for healthcare facilities, vocational training programs, fire safety infrastructure, and railway modernization. Vietnam’s Deputy Finance Minister Chi noted these initiatives as evidence of a productive alliance, while Austria’s State Secretary Barbara Eibinger-Miedl stressed the importance of tighter coordination between finance ministries to speed up project rollouts.
Vietnam has outlined aggressive economic goals, targeting an average annual GDP growth rate of at least 10% between 2026 and 2030. To achieve this, the government is restructuring its financial markets and making official development assistance loans more accessible. Deputy Minister Chi called on Austria to continue providing low-interest credit packages, particularly for smart infrastructure, renewable energy projects, and healthcare upgrades.
The new framework also prioritizes the expansion of green finance and carbon market initiatives. Vietnam’s finance ministry is seeking Austrian technical support to establish green bond standards and attract European institutional investors. Assistance in developing pricing models and regulatory structures remains a critical request as the country finalizes its legal framework for green capital markets.
Despite progress, both nations recognize challenges in converting agreements into tangible results. Vietnam has urged Austria to shorten approval timelines, reduce supplier qualification requirements, and offer greater flexibility in loan terms. In response, Austria has committed to supporting Vietnam through concessional lending, financial guarantees, and development programs, while sharing its experience in managing emerging sectors such as crypto-assets and blockchain technology.
Austrian companies have expressed strong interest in collaborating with Vietnam across transport, financial technology, pharmaceuticals, and green finance. The governments have designated Vietnam’s Ministry of Finance as the central point of contact to facilitate connections between ministries and businesses, with a focus on the mining sector. Project-specific implementation plans are currently under review, and both sides have agreed to resolve obstacles efficiently.
