Wales seeks new growth deal with UK - growth deal
Rhun ap Iorwerth serves as the First Minister of Wales.

Rhun ap Iorwerth, who serves as the First Minister of Wales, announced that he is seeking a fresh “partnership for growth” with the United Kingdom’s Prime Minister Andy Burnham. The declaration was made during a formal address at the Wales Governance Centre of Cardiff University, where he outlined a vision of tighter cooperation between the two administrations. He argued that a stronger alliance could generate more robust economic results for both Wales and the wider UK, and he highlighted the need for a clear framework to guide joint action.

Mr ap Iorwerth is scheduled to sit down with the Prime Minister at the National Economic Council later this month to explore the details of the proposal. The upcoming discussion will focus on eliminating unnecessary duplication of effort and on achieving greater co-operation between the two governments. He pointed to specific sectors such as floating offshore wind projects, the future of Welsh steelmaking, and the expansion of artificial-intelligence and digital technology industries as prime opportunities for joint investment.

During the speech, the First Minister stated, “I will invite the Prime Minister to agree a new partnership for growth between our two governments – a practical agreement about how our two governments work together to unlock Wales’s economic potential.” He added that the agreement should guarantee mutual respect and should bind both administrations to engage in a positive, constructive manner aimed at capturing growth opportunities.

The First Minister also revealed plans to produce a Green Paper that will examine how local and regional powers are administered throughout Wales. This policy document, slated for release before the end of the current Senedd term, is intended to provide a path forward, leading to a new regional map and a plan for implementing it.

Speaking about the Green Paper, Mr ap Iorwerth explained, “That vision cannot simply be designed in Cardiff and delivered to everyone else. It must be developed together, with local government, regional partners, with public services, and with the people of Wales themselves.” He noted that granting new powers and forging fresh partnerships are tools meant to drive prosperity and boost productivity, rather than ends in themselves. The forthcoming paper will be a consultation by government on its policy or legislative proposals.
